Do Cars Pay Toll in Estonia? 2026 Update

No. Private cars, motorcycles, and vehicles under 3.5 t GVW drive all roads in Estonia completely toll-free. There is no motorway vignette for passenger vehicles, no urban congestion charge, and no bridge or tunnel toll for cars anywhere in the country.

Key Reality: The Estonian road user charge applies exclusively to trucks over 3.5 tonnes gross vehicle weight (combined with any trailer). If you are driving a rental car, campervan, or passenger vehicle of any kind, you owe nothing and need to purchase nothing before driving in Estonia.

2026 Update: Estonia applies a time-based road user charge (teekasutustasu) to trucks, in force since 1 January 2018. The 2026 tariff depends on combined weight, number of axles, emission class, and validity period (1, 7, 30, 90 or 365 days). The system is fully online with no physical vignette stickers or OBU hardware required, and foreign-registered trucks pay on the same terms as Estonian ones.

Estonia Toll Costs: Current Rates

The e-vignette cost depends on the combined GVW of the truck and its trailer, the combined number of axles, the Euro emission class, and the validity period chosen. Euro VI and cleaner vehicles pay the lowest rates; each older Euro class pays progressively more.

HGV e-Vignette Rates (2026)

GVW Category Emission Class Axles 1 Day (€) 7 Days (€) 30 Days (€) 90 Days (€) 365 Days (€)

Over 12 t Euro VI and cleaner 4 and more 22 55 110 275 1,100

Weight is the combined GVW of truck and trailer; axles are the combined total of truck and trailer. If the Euro class cannot be determined, Euro 0 applies. Confirm current tariffs at teetasu before purchase.

How to Pay Estonia Tolls

The entire e-vignette process is online or at designated sales points. There are no toll booths, no OBU hardware, and no physical sticker to purchase.

1. Online via the Transport Administration portal (teetasu.ee):

  • Visit teetasu.ee and enter the licence plate, country of registration, combined GVW of truck and trailer, Euro emission class, combined axle count, validity period, and start time
  • Pay 24 hours a day by Visa or Mastercard, by Estonian bank link (SEB, Swedbank, LHV, Coop, Luminor), or by invoice transfer; invoice payments only become valid once the funds are received and can take up to 72 hours, so choose immediate payment for same-day travel
  • The vignette is linked to the plate number, so no document needs to be carried; validity can be checked on the Validation page of teetasu.ee by plate and country
  • Can be purchased from anywhere in the world before entering Estonia; the truck may not drive on public roads until the vignette is valid

2. Border points and partner sales points:

  • Official counters (cash and cards except American Express, no service fee): Luhamaa, Koidula and Narva border crossing points, the airport customs point, and the Tax and Customs Board office in Pärnu
  • Partner points add a service fee of up to €3 or 2% per payment (up to €4 or 3% at some): Alexela stations, Circle K Häädemeeste, Ikla border (Sevenoil and Via Ikla), Collade at Luhamaa and Koidula, IIZI offices, and selected points in Latvia and Lithuania
  • Mobile and SMS options through partners (A-toll app, SMSvinjetes.lv, PayToll, drivesms.lt) require prior registration and also carry the partner fee
  • Estonia has no registered EETS providers, so the vignette cannot be bought through an EETS fleet account

Enforcement & Penalties

  • The driver may not start a trip unless the vignette is paid and valid; a vignette that is paid but has not yet started does not permit driving
  • Officers can fine both the driver and the vehicle owner for driving without the vignette, and can stop the driver from continuing until the vignette is paid
  • The owner, or the registered responsible user if one is entered in the traffic register, is liable for payment
  • Foreign-registered vehicles are subject to the same rules and are entered by plate and country of registration
  • Wrong data at purchase: if an incorrect weight, Euro class or axle combination gives the same or a higher price than the correct one, no new payment is needed; otherwise the shortfall must be paid; a wrong plate, country or period requires a new purchase

Exemptions and Refunds

  • Exempt vehicles: trucks and trailers of the Defence Forces, Defence League, foreign armed forces, Police and Border Guard Board and rescue services; international aid vehicles; vehicles used mainly for rescue work; and vintage vehicles under Traffic Act §83
  • Refunds: available only for 90-day and 365-day vignettes, for the unused period, if requested within three months of a qualifying registry entry (vehicle deregistered, registration suspended, change of owner or responsible user, or national defence duty)
  • Shorter periods: 1, 7 and 30-day vignettes are not refunded, except for overlapping payments made for the same plate
  • Transfers: a paid vignette cannot be moved to another vehicle

Recent Changes (2026)

  • 2026 tariffs: the rates above are the published teetasu.ee tariffs, covering five validity periods (1, 7, 30, 90 and 365 days) and four Euro class tiers for trucks over 12 t
  • No EETS providers: as of 15 December 2025 Estonia has no EETS domains and no registered EETS providers
  • Validity limit: a vignette can be bought for a maximum of 365 days at a time

Planning Your Journey

  • Car drivers: no preparation needed, drive freely on all Estonian roads
  • HGV operators: purchase the e-vignette online before entering Estonia; choose the shortest period that covers the trip, since a 1-day vignette is usually enough for a single-day transit and longer periods cost less per day
  • The Via Baltica (E67) from Tallinn south through Pärnu to the Latvian border at Ikla is the main international transit route; a partner sales point at Ikla is open 24/7 but charges a service fee, so buying online in advance is cheaper
  • Check that the vignette is valid for the plate and country on the Validation page of teetasu before crossing the border
  • Tallinn city centre: no urban toll or congestion charge

Frequently Asked Questions

Do I need to buy a vignette to drive in Estonia?

Only if your vehicle is a truck exceeding 3.5 t GVW (combined with its trailer). Cars, motorcycles, and light vans drive completely free. No sticker, no OBU, no preparation needed for private vehicle travel.

Can I buy the Estonian vignette at the border?

Yes. Official counters at the Luhamaa, Koidula and Narva border crossing points and the airport customs point accept cash and cards, and partner points such as Ikla sell it for an added service fee. Buying online at teetasu before the trip has no service fee and starts at the time you choose.

Is the Estonian vignette the same as Latvia or Lithuania?

No. Each Baltic state operates its own separate vignette system. Transiting all three countries requires purchasing three separate vignettes. There is no joint Baltic vignette product as of 2026.

How do I count axles when paying?

Add the axles of the truck and its trailer together. A total of up to 3 axles uses the "up to 3" tariff; 4 or more uses the "4 and more" tariff. Example: a two-axle truck with a one-axle trailer is "up to 3".

Can I move a vignette to another vehicle?

No. A paid vignette is tied to the plate and cannot be transferred, and a lost confirmation cannot be reissued, but validity can always be checked online by plate and country.
