Do I Need to Pay Tolls in Russia in 2026?
Russia operates two distinct toll systems depending on your vehicle type, and the rules differ significantly for passenger cars versus heavy trucks.
Passenger cars and light vehicles only pay tolls on designated Avtodor concession highways (M-11 Moscow-Saint Petersburg, M-12 Moscow-Kazan-Yekaterinburg, M-4 Don Moscow-Krasnodar, ЦКАД, A-289 and others) and on a few regional toll roads and bridges such as the Ufa east exit, the Tolyatti bypass, the Northern Odintsovo Bypass and Prospekt Bagrationa in Moscow, the Western High-Speed Diameter in Saint Petersburg and the Kama and Buy bridges in Udmurtia. The vast majority of Russia's federal road network remains free for cars.
Heavy vehicles (over 12 tonnes permitted maximum mass) face the Platon system on federal public roads (more than 60,000 km according to the Russian Ministry of Transport) that are not Avtodor toll roads. Platon is a per-kilometre charge that requires mandatory pre-registration and either an onboard unit or a route card before travel. On Avtodor toll highways, trucks pay the tariff of the toll road itself.
2026 Rates: The Platon per-kilometre rate was indexed to RUB 3.53/km on February 1, 2026 and then raised to RUB 5.19/km from March 1, 2026 after a change in the reducing coefficient. Avtodor indexed tariffs on all of its toll roads from March 2, 2026. The M-12 Vostok highway now runs from Moscow to Yekaterinburg and is being extended toward Tyumen.

How to Pay Russian Tolls
For Cars on Avtodor Roads:
- T-pass transponder - RFID tag linked to a prepaid account; provides up to 15% discount through the Avtodor loyalty program; works across the Avtodor network including M-11, M-12, M-4 and ЦКАД
- Cash / bank card at toll plaza - available at manned plazas; free-flow sections (ЦКАД, M-12, A-289) have no cash option
- License plate payment (free-flow) - on free-flow sections (ЦКАД, M-12, A-289), cameras read the plate and the toll is paid by plate number within 5 days via avtodor, the Avtodor app, USSD *390#, support centres or Sberbank Online
- Avtodor mobile app - manage T-pass top-ups, view trip history, pay outstanding tolls
For Trucks via Platon (over 12 t):
- Onboard GLONASS/GPS transponder - vehicle fitted with a Platon onboard unit (OBU); tolls deducted automatically from a prepaid personal account as the vehicle travels; requires registration at platon before first trip
- Route card - purchased online or at a Platon service centre for a specific origin-destination journey; must be purchased before travel; valid for fixed route and time window; no OBU required
- Platon mobile app - top up account, buy route cards, view transaction history; available on iOS and Android
- Platon service centres and payment terminals - located across Russia for in-person account top-ups and transponder collection
Note: Platon applies only to federal roads without tolls. When a truck uses an Avtodor concession highway it pays that road's own tariff, and Platon is charged on the non-toll federal roads used on the rest of the journey.

- Indexation did not apply to the Nizhnekamsk and Naberezhnye Chelny bypasses on M-12 or to the km 65 to 86 section of M-3; new subscriptions for the Nizhnekamsk and Naberezhnye Chelny bypass were introduced from 2 March 2026

Planning Your Journey
Cost Estimates for Typical Journeys (2026):
- Moscow to Saint Petersburg (car, M-11): RUB 3,900 to 4,200 on the Solnechnogorsk to Saint Petersburg section depending on the day, plus RUB 950 for the Moscow to Solnechnogorsk section (SZKK), which costs more on Friday to Sunday under the seasonal tariff until 1 November 2026
- Moscow to Kazan (car, M-12 to Innopolis): RUB 5,250

- Heavy truck on non-toll federal roads (Platon): RUB 5.19 per km, for example RUB 519 per 100 km
Saving on Toll Costs:
- A T-pass transponder with the Avtodor loyalty program saves up to 15% on Avtodor roads versus the standard tariff
- Weekday travel (Monday to Thursday) is cheaper for cars on M-11 (km 58 onwards) and M-4 than Friday to Sunday; on the SZKK section (km 15 to 58) seasonal Friday to Sunday tariffs apply on the main dacha routes until 1 November 2026; M-12 is priced the same every day
- For trucks, Platon transponder accounts do not carry a rate discount - the per-km rate is flat regardless of payment method
- Free alternative routes exist for most toll roads but add significant time; the M-10 "Rossiya" runs parallel to M-11 and is toll-free for cars but slower, and trucks over 12 t pay Platon on it
Foreign Drivers and Trucks:
- Foreign-registered trucks over 12 t entering Russia must register with Platon before crossing the border; route cards can be purchased online prior to arrival
- Foreign passenger cars pay the same Avtodor rates as domestic vehicles; cash and card payment accepted at manned plazas
- Oversize/overweight loads require a separate permit (special permit fee, not Platon) in addition to Platon charges
Frequently Asked Questions
Does Platon apply to vans and pickup trucks?
No. Platon applies only to vehicles with a permitted maximum mass of over 12 tonnes. Light commercial vehicles, vans, and pickups at or below this threshold are not subject to Platon charges, though they pay normal Avtodor tolls on concession roads.
Can I drive on Avtodor roads without a T-pass transponder?
Yes. On sections with manned toll plazas you can pay by cash or bank card. On free-flow sections (ЦКАД, M-12, A-289) you can use a T-pass or pay by plate number within 5 days via avtodor, the Avtodor app, USSD *390#, support centres or Sberbank Online. Unpaid tolls result in a fine of RUB 1,500 for cars and RUB 5,000 for trucks in addition to the toll.
What are the penalties for non-payment?
For Platon: RUB 5,000 for the vehicle owner when the violation is recorded automatically (Article 12.21.3 of the Administrative Code). For Avtodor free-flow roads (ЦКАД, M-12): after the payment deadline the toll must be paid together with a fine of RUB 1,500 for cars or RUB 5,000 for trucks.
Do motorcycles pay tolls in Russia?
Motorcycles are placed in tariff Category I, the same group as passenger cars, on toll roads such as the Kama and Buy bridges; check the tariff page of the individual operator for exemptions. Platon does not apply to motorcycles regardless of weight.
Is there a free alternative to the M-11 toll road?
Yes. The M-10 "Rossiya" (Moscow - Tver - Veliky Novgorod - Saint Petersburg) runs parallel to M-11 for the Moscow-Saint Petersburg route and is toll-free for cars. However, travel time is significantly longer due to lower speed limits and passing through numerous towns. Trucks over 12 t pay Platon on M-10.
How do I top up a Platon account from abroad?
Platon accounts can be topped up via the platon website or mobile app using bank cards; which card types work depends on your bank and current international payment restrictions. Route cards for specific journeys can also be purchased online before entering Russia.
