For Cars on Avtodor Roads:

No. Platon applies only to vehicles with a gross vehicle weight of 12 tonnes or more. Light commercial vehicles, vans, and pickups below this threshold are not subject to Platon charges, though they pay normal Avtodor tolls on concession roads.

Can I drive on Avtodor roads without a T-pass transponder?

Yes. On sections with manned toll plazas you can pay by cash or bank card. On fully electronic free-flow sections (ЦКАД, some M12 sections) you must either have a T-pass or allow ANPR billing — invoices are issued to the registered vehicle owner and must be paid within 30 days to avoid a fine.
