Do I Need E-ZPass for Virginia? 2026 Update

E-ZPass is not legally required for all Virginia toll facilities, but it is essential for Express Lanes and provides significant savings across all facilities, including the Richmond-area RMTA network and Hampton Roads bridges. Most Virginia toll roads are all-electronic - no cash accepted at Express Lanes, the Powhite Parkway/Boulevard Bridge (as of February 28, 2026), or major tunnels.

Key Reality: Virginia has two transponder types. A standard E-ZPass pays tolls on all facilities including Express Lanes. An E-ZPass Flex has a HOV toggle switch - when set to HOV ON with 3+ occupants (2+ on some roads), Express Lanes travel is completely free. Beyond Northern Virginia, Richmond has its own separate toll network (RMTA) and Hampton Roads has several city-operated bridges (Chesapeake Expressway, Dominion Boulevard Veterans Bridge) that are entirely distinct from the Express Lanes and CBBT.

2026 Key Updates:

• George P. Coleman Bridge (Route 17) toll-free: All tolls permanently eliminated January 1, 2026.
• 495 Express Lanes Extension (November 22, 2025): Added 2.5 miles in the Tysons-McLean area, with new connection points at the Dulles Toll Road and George Washington Memorial Parkway.
• I-64 Express Lanes in Chesapeake: Began tolling March 17, 2025.
• CBBT 2026 peak season pricing: Effective Fridays-Sundays, May 15 - September 13, 2026.
• RMTA all-electronic tolling (AET): Launched February 28, 2026 on Powhite Parkway, Boulevard Bridge, and all ramps - cash no longer accepted there. Downtown Expressway continues accepting cash 6:30 AM-9 PM, with full cashless conversion targeted for 2027.
• Dominion Boulevard Veterans Bridge and Chesapeake Expressway increases: Chesapeake City Council approved a Dominion Boulevard toll increase effective July 1, 2026. Standard Chesapeake Expressway rates are unchanged for 2026, but the overall Chesapeake Transportation System rate schedule was extended through 2046.

How to Pay Virginia Tolls

1. Standard E-ZPass:

• Pays tolls on all Virginia facilities and 19+ E-ZPass partner states, including RMTA, Pocahontas Parkway, Chesapeake Expressway, and Dominion Boulevard
• Free transponder from VDOT; $35 E-ZPass On-the-Go available at 500+ retailers (full $35 credited to account)
• Required for Express Lane access; also works on Dulles Toll Road, CBBT, tunnels, and HRBT

2. E-ZPass Flex (for HOV-free Express Lane travel):

• Toggle switch on transponder: HOV ON = free Express Lane travel with qualifying occupants; HOV OFF = pay standard toll
• HOV threshold: 3+ occupants on all Virginia Express Lanes, including all of I-66 (both Inside and Outside the Beltway) since December 5, 2022
• Always switch to toll mode before entering with fewer than the required occupants - HOV fraud fines escalate to $1,000+
• Motorcycles with an E-ZPass (any mode) ride Express Lanes toll-free

3. Pay by Plate / License Plate Billing:

Frequently Asked Questions

Do I need an E-ZPass Flex specifically for Express Lanes?

Only if you want to travel free with qualifying HOV occupancy. A standard E-ZPass pays the toll rate on Express Lanes without any issues. The Flex transponder is only needed if you plan to claim the HOV exemption.

What is the CBBT peak season pricing?

Can I use my E-ZPass from another state in Virginia?

Yes. E-ZPass transponders from any of the 19 partner states work on all Virginia facilities, including RMTA's Richmond network and the Chesapeake/Hampton Roads bridges. However, you'll pay standard rates and won't qualify for the Hampton Roads relief programs or TANF exemption.

Is RMTA part of VDOT or Transurban?

Neither. The Richmond Metropolitan Transportation Authority (RMTA) is its own independent local authority, operating Powhite Parkway, Boulevard Bridge, and Downtown Expressway. It's distinct from Transurban (which operates the Northern Virginia Express Lanes and Pocahontas Parkway) and from VDOT (which owns most of the underlying highway infrastructure statewide).
